I think that thaum would work great for this RP wise (look at my first or second post, I think I mention it there). The only problem, is that making thaum a dule purpose skill, this, and it's old uses, might cause a little bit of a problem... Hmmm... I think that's too extreme, I think that the chance of success should just be
very low when tring to make rods above about 2/3 of your lvl

Using 500 lvl 20 scrolls of burning hands and an empty staff should give a staff of burning hands (lvl xyz) (500 charges left) with xyz =min(min(scroll lvl), skill lvl,max_lvl) where max_lvl is the max lvl you want to have wands and staves produced at.
So, X scrolls of Y (lvl Z) (and some other ingredients) produce a staff/wand of Y (lvl min(Z, skill_lvl, 110)) that has X charges left
Neat idea, however I think it would be nice if after a certain threshold number of scrolls (possibly dependent on mana requirements and/or min lvl of the spell), it should make a rod instead, or with an even higher threshold, a heavy rod. I think that would work REALLY well. Any ideas for possible formulas for well balanced thresholds?

MS backfire is worse, even for a fireborn. 500 lvl 110 MS casted on a fireborn results in a death-by-comets (and not by fire)
ah.... but a large part of the problem for the unlucky player is the shear ammount of scrolls lost in the process
