I don't think that treasure is the issue in itself, the problem is that value doesn't scale properly. There is a way to fix that however, limit the supply of essential goods.
Consider this;
what if
1) food were to rot
2) corpes were to be created from the remains of dead monsters using a butchery skill.
3) food alters were to be removed.
4) farming were possible.
5) create food were removed.
The effect of this would be no more jumbo piles of steaks, and everyone trying to butcher zombie corpses and grow corn before they all starve.
In such an environment, the demand for food would drive up the effective price of food, until such time as enough players farmed to meet demand, it would be more profitable to farm than to quest.
This wouldn't work of course, it would be very difficult to stop farmer bots being launched, and I have no doubt someone would launch them.
Possibly you could do something with wild animal attacks to kill the farmer bots, but even that is a hit and miss approach at best...
Still something to think about.

Decay time greatly decreased by preparing or preserving foods with the cooking skill - orc jerky (or tack), pickled dragon steaks from alchemy and/or cooking, etc.

Yeah, and also have a quest item that is a refrigerator, so that it would store a certain amount of food that might be good for up to 3days/a week in there (longer for things which are less perishable).
It would also make alchemy interesting, when you have to get foo of [strong monster] to your cauldron much more quickly it becomes harder to stockpile and script. (this I consider a good thing)

zombie corpses would merely be altered to have near zero food value (they are /already/ decayed flesh), other corpses would decay very quickly (a hour, not much more). After that sort of time, most dead bodies are, I believe, inedible (not that I want to test that.... )
waybread would decay, but very slowly (weeks on its own, months in a refridgerator), it would also be made more rare. - if it is supposed to be magical, then it seems to occur rather too frequently at the moment. Reducing the chance in the archtype, and removing most of the fixed ones on existing low level maps should resolve that.
