The difficulty is deciding who they should attack. At the moment the ability to have sides is somewhat limited, what is really needed is the abstract idea of 'teams' so that the monsters (towers) can be on the same team as the players, and attack the other side's players and pets.
This is non-trivial though, and actually keeping track of teams over all creatures and all maps would be not fun...
Do parties count? Lets say that a town is openly hostile to dragons. So if any race type dragon walks by a gaurd tower is shot at unless that it is in a party with a humaniod.

If you in a party, you can go into or pass a town/city/tower that is hostile to race type where the building fires arrows, spells, etc,. If your not, you get attacked by the building until you clear it out.
Hmm, I think that, in a party, with some other player who is on the same map, otherwise all dragons would join a dragon party and get a sockpuppet troll to join....
The clear it out approach could work... casper fixed town portal, so a simiar approach could be used there (clear the tower get a token that is good for until the tower resets)
