Unapplyed torches stay lit

I've noticed that if you send enough small lightnings at a torch or lantern, it lights. Then when you apply it, you put it out.
Shouldn't it be if it is already applied that you dont put it out to apply it?

Apply/unapply is like toggling on/off irrespective of what the initial state is. The action changes the object to have a next state.
