See the world is in different colors. The rules try to allow full enjoyment of the game
without hindering if for the rest. What you are proposing is a mayhem which would be an absolute WRONG in your own universe.
There seem to be a problem/misunderstanding of what currently existing rules allow/encourage.
You want off topic chatter? Go 'chat, you want "anythong goes conversations" 'party join CompleteAnarchy... You want all that in the shout ? 'quit is the way to go.

If I'm having a problem with DMs bet it is a problem with the rules or the DM...

Um NO. Your wrong. This mayhem is called "playing the game". the rule is an artificial restraint of speach without ANY benifit. The game was played without a chat channel for half a decade. This "rule" is like 10 minutes old and creating mayheim.

Looks like, also they must be immaterial sinse grepping all maps for 'shout' and some filtering only gets you this:

I personally don't think there's a problem with the new chat system, except that I think that the default listen level should be such that one hears chat messages by default. And perhaps making the chat color a more readable color would be nice. but overall I think the current seperation of chat and shout is quite nice.

Let's start from saying that the game itself is an artificial abstruction. So your views on what's artificial or not do not really hold. Game is a bunch of rules put together, those rules govern the ingame world, socialising being part of it too.
Coming back to my point about an information gap: chat channel is pretty much shout with offtopic chatter, it seems highly unlickely that it is easier to type 'shout than 'chat too, or do you think otherwise?

Quite possible it is also a bit to do with what you consider 'fair or not'. Conflicting opinions is a neverending problem and you can't make everyone happy, what you can do is either target particular audience which would be happy or simply try and compromise. I'm personally all in for finding a better solution.
From what I know most of DMs are nice people and will explain what/why happens. We all were there at different times as we started playing or came back after a long time to find the world not quite the same as before.

This would be fine. But frankly, there is no NEED for a system channel.

I don't need the DMs to talk to me ***at all**. I expect them to be like the cops, more or less invissible on the street unless one of the bad guys break into your car.
When the DMs are busy policing everyone on the board, there is a problem
