In a way, yes. maybe a shout or two of "hi" is bypassable, but shout has become more of a DM help channel on metalforge.

But, and this is a crucial point, everybody sees it, not just DMs, so anyone can help (either because there are no dms around or it is a query unsuitable for dm intervention).
