Are you referring to the individual server rules and guidelines *or* the player guide?
As an example - you would like the information from this page available offline or in .pdf format, right?

True, but right now the guides are in .html format and converting that to .pdf can be touchy - it either works well or in my experience you end up with a horrendously awful layout.

A detail game introduction & HOWTO has not been written (yet?); probably a good section to add to the wiki so questions like this can be addressed and answered.

To answer your question about applying/wearing/wield weapons and armour, middle click on the item in your inventory window (left side of the client). Depending on your client layout and options, the text "(worn)" or "(wielded)" shoudld appear after the item name; you will also see a message in the right side of the client showing if the item is used/applied or removed.
As examples:
You unwield longsword.
You wield longsword (wielded).
You unwear ring (sustenance+2).
You wear ring (sustenance+2) (worn).
