Do gods grant intrisinc attacktypes to dragon's claws as they do to enchant weapons?

No

To my knowledge, the above mentioned ring is the only way to get extra attacktypes on dragon claws on top of the normal dragon elements.

essence of flame could add fire type (for dragons that never did their fire metabolism)

I was making the assumption that the dragon in question already has done all of the metabolisms.
