Setting up a server

I am trying to set up a server and when I go to run the server I get a error about a python#.dll is missing, but I was told this was irrelevant because "it should run without it" so I tried connecting with a client to "local host" and it worked just fine connecting to myself, so I asked someone else to log on and they said it failed to connect. Any ideas?

in this order...

a. do they have a proper address to connect to your server?

b. do you have a firewall blocking the connection?

c. did you check the server logs to see if there was a connection made?

Yes, no, yes.

No connection was made when he tried to connect, I just had someone else try and it worked just fine, I changed nothing. Very odd.
