Description:
Sometimes, the weather code generates snow squares that go above various buildings, and not below as it should.

Side effects:
Buildings may become hidden under a snow square.

Importance:
Low. Makes the map more difficult to read. May sometimes hide important buildings.

This seems to only happen with the non-first tiles of multitile archs.
