Because your ISP failed to respond or prevent the ongoing port scans and other hacking attempts by their users.

Sheesh, you could use a proxy... there are hundreds of public www proxies around you can find in few minutes. Also, services such as archive.org are able to fetch current version of pages quite nicely.

That is, if you want to access the webpages, not the game server
