I noticed the NPCs seem to essentially wander aimlessly about Scorn, occasionally randomly entering buildings when they feel like it.
Wouldn't it make more sense for the NPCs to, more or less, follow the roadways through Scorn, rather than them wandering willy-nilly?
The biggest problem I see from such a possibility would be the influx of congestion in the streets, so that characters could hardly traverse the roads, and would instead have to run through the grass and along buildings to get anywhere at all, which would be a frustration to the players.
I guess such an idea would have to be carefully contemplated for its benefits (mostly aesthetic) and its drawbacks (most obstructions to players).

He is level negative 4 in oratory, and his singing is worse.

The NPCs movement is totally random, except they keep in a specified perimeter. They exit from and enter buildings, but indeed they don't follow roads.
There is no hardcoded limit on how many there can be on a map, but since they do disappear sometimes it should be ok.
Note the probability to add one NPC to one map in the world is 1 in 40 for each server tick.
Also, this plugin can be disabled or unloaded at runtime if it's a bother, obviously

I was thinking if the NPCs were to travel along the streets, rather than wherever they please, it would make the streets crowded.
The people moving as they do now isn't the problem. They occasionally get in they way, but they don't stay in the way.
