I have several questions:
1. Can you play a map without starting a server? if so how?
2. If you can't play a map without a server, how do I start a server?

There still additional files that must be downloaded, unzipped, etc.
Please confirm that you have done this, or provide more details on any problems that you might have encountered so they can be resolved (and so that the README can be updated where necessary.)
On a side note, perhaps more specific URL's would be more helpful for the README. ?

* unzip that somewhere
* copy the crossfire.exe to the main 'crossfire' directory
* change to 'make_win32' directory, run the 'installwin32.bat' script
* fetch some map set (only tested with bigworld maps), from CVS or SourceForge's page
* unzip the maps in share/maps (with the file '.emergency' in share/maps)
* in share directory, rename treasures to something like treasures.old
* copy file lib/treasures.bld to share/treasures
That should do it.
Just run the executable (make sure working path is the same as where the .exe is located)
Any trouble should be reported to the forum, or one of the mailing lists
