When I first got into the Port area, I was able to get into the Dragon Hangar, but I didn't actually want to go anywhere.
Since I met Terrance, the Hangar seemed closed. Even buying a ticket to Scorn in Navar's hangar didn't let me through the gates there... except that I just checked again, and now I can get through those gates without even having a ticket (it's back in my apt).

There is a building labeled "Dragon Hangar" in the Scorn port area, but it's not an actual map - and has always been this way AFAIK.

Hmm... I must have gotten confused and misremembered the Stoneville hangar as Scorn.
Terrance Rhyz is the mage around the edge of the outer gates of Scorn. He sends you to Navar with an empty bottle, whence you return with a potion of "gem essence", which identifies as "shielding".
Incidentally, I'm not sure those "potions of shielding" are genuine -- they're unsalable (matches the policy in general, as they're supposed to be experimental), but more to the point, the first time I tried to use one, I got "Nothing Happens".
On the other hand, that amulet you get for the "gem essence" potion is very useful!
Edited to add: And If Scorn doesn't get dragon service, just why can you buy a ticket to Scorn at the Navar hangar?

I suspect that is suppose to happen - drink the potion and nothing happens.
They are a quest item that have the same appearance as a potion of shielding, but is missing the "resist_physical 90" information.

You know, this game has an awful lot of "gotchas" in it.
I've lately been getting annoyed again at the merchants... nothing says "never give a sucker an even break" like 200:1 price spreads! And Navar doesn't even seem to *have* a bow shop!
