Am I missing something?
I was sure when I had started my first player and he leveled I was told to enter a command to "spend" some extra points. Was I just drunk that night or do you get points to put on your skills with each lvl?

Nope. there's no allocation of skill points when you level.
You get better (or gain levels) in your available skills by using them - such as killing monsters with a one handed weapon, killing monsters with a spell or prayer, successfully identifying an item (sense curse, sense magic, jeweler, etc.) or by using the skill to craft an item (alchemy, inscription, etc.) to name a few.
