where do i find the application program if its a program

Do i need to have the server online?

I made 1 port with start: 13327 and ended with: 13327, then i made a new port and started with: 13326 and ended with: 13326

and this is how the Settings files looks like exactly:

by the way, can i even see on the metalist if my server is online? and are there any program i need to run?

And when i am done with this what shall i do then?
