summoning/prayer penalty misapplication?

I've learned that many suggestions are actually programming questions regarding game mechanics, but I'll offer this one because I think the subject should be a little different.
It's with regards to summoning. When I summon an elemental or a golem my spell points don't regenerate as long as the spell is in effect - I imagine that this is due to the fact that these are controllable, steerable creatures that require the constant focus of the summoning skill. If I summon pet monsters, during the time they are in existance and even while they are fighting for me I regenerate spell points - I'm assuming that this is because they require no further attention from my summoning skill once they have been created as I don't control them directly, therefore the spell points regenerate.
My question is with regards to the prayer spell summon avatar. When I summon an avatar, which is a prayer focus spell and draws upon grace for it's creation, my grace points do regenerate even while the holy avatar is in existance yet my spell point regeneration freezes and I cannot regenerate any spell points until the avatar disappears. Is this right? Is this perhaps an oversight/carryover from the old skill system? It's not currently making sense to me why this spell point penalty is applied to a grace-dependant prayer spell.
