When revoking a privilege for a player, it would be appropriate to either:
1. Give a warning the first time, revoke the second time
or:
2. Give a mesage when it has happened, explaining why and how the privilege can be granted again, if this is possible.
I know there is probably an explanation on the server's web page, but talking to people would seem less haughty and heavyhanded and would also give the player an incentive to change his ways. After all, if you log on and find that something doesn't seem to work, you wouldn't automatically assume that you were supposed to feel punished.

I presume you are referencing a toggle_shout (aka muzzle)
If a DM is active (they may be online, but AFK) they normally warn the player first.
However, if the"infraction" is viewed in the scroll back and the player is not online. They are "muzzled" by other means and the message should be delivered via Hoz.
As far as having shout enabled (or freed from jail, etc.) - ask an active DM or use the private message feature to leaf on this forum. A player needs to be logged and for a DM to enabled shout again. Or other routes and arrangements need to be made to enable shout from the server side.
