Unable to learn prayerbook spells

I have been working with my character (Elf - Warlock) and have been learning the various spells among pyromancy, evocation, sorcery, and summoning. Yet I have been unsuccessful in learning spells from prayerbooks. I have the talismans of each of the others and have acquired a holy symbol along with learning the Praying skill (from a scroll). But I am still unsuccessful in learning the spell. I have tried with approximately four different prayerbooks and everytime I have failed.
Do I need to join a cult? I do not belong to one, and have not considered joining yet. Or is this a bug somehow, or should I just forget trying to get my character proficient in all the magic areas?
Let me know your thoughts...

Well 2 possibilities:
1) Low wisdom: You can hardly learn prayers if you have a low wisdom stat.
2)Bad luck:Explains itself

That makes good sense. My Wisdom is only 8; other than potions and special weapons are there other ways to increase Wisdom? What's the best place to search out the potion of wisdom (I know, Magic shops) or is there a place that I can be guaranteed to find some?

Actually, under the default configuration - permanent stat potions are not available in Magic shops (unless another player sold them..)
As far as what map you are guaranteed to find permanenent stat potions. The treasure room at the end of the Gates of Hell quest in Brest. It's the large courthouse-like building in the middle of the city. Byt the way, the map starts out easy, but increases in difficulty.

That's some good information, I appreciate it. I found that I had been stocking up a couple potions in my apartment (Dexterity and Power) so I drank/ate them and rose in those stats.

If this was already posted, I'm just too tired to read it.
Try switching to VALRIEL (pray at your god's altar untill you get god resistance in order to get minumum loss of xp), he is a 'holy' god, which should make prayers easier... But he denies WOUND and DEATH, which devourers should allow... But he makes you UNDEAD! Carful when choosing him. Also, if you a dragon? NEVER choose him unless you wanna be locked out of the dragon's guild forever! (i didnt know that till i did it) Also, Valriel seems to have luck. THeres also that one elven god (what was his name?) in scorn his temple is one square northwest of mostrai's... Thats the elven god of LUCK! Heh. Should increase luck of learning the spell.

Am i the *only* undead dragon that can enter the dragon's guild ? I am sure undead (i follow devourers and a potion of self knowledge said "(undead)" and i CAN enter the guild (i just tried today). I already said that, but it seems people don't believe me...

Multiple other dragons have attempted and failed Azriel, except for woo, he seems to be able to as well.
Seems that the guild recognizes you are still a dragon only after a certain amount of time(just personally from what I've seen, No hard proof)

Negative woo can not enter the dragon's guild either.
