fuel for lanterns

Is it possible to refuel a lantern? I've tried things like applying mineral oil or reading a charging scroll, which don't work. If not, why are they still worth so much (and cost so much)?

I don't know the answer to your other questions, but...
Mineral oil is used for various alchemy recipies or formulas
A charging scroll is used to recharge wands

Just mark the lantern and then apply a flint and steel... if successful it will relight the lantern.
