I have set my own LAN server under Linux, and i want to send messages to all users from the server. It is possible??

I am not sure I understand what you mean. Is it that you want to have a cf server issue a shout to all clients, like freeciv's wall command?

If so then I don't know a nice way to do that currently.

You could probably use a login bot to send messages (Rednaxela is the best person to ask about this, he normally spends a lot of time on #crossfire on freenode, failing that look at cfbot.)

The other alternative would be to use a python script to shout the contents of a file. - that is probably more complicated though.

Do you mean something like the root broadcast messages?
