I say that the dragons and humanoids come to cat2.
Dragons you start in navar (you know the scorn gate pass right?).
Humanoids you start in scorn.
You both build up... and then have a war of two cities!
Just like a MUD .
(Cat2 has no rules btw, wild wild west)

No I don\'t think any power needs to be added as a results but something I do wonder, what level of magic dragon are you? If a Legendary Poison Dragon such as myself converted would I become a Legendary Magic Dragon or would I drop to Ancient Magic Dragon based on my resistance to magic?

Not only is it your idea first, but it is your idea all along (I do read older posts for personal enlightment). I just added that dragons should (by that level) be able to decide what they are themselves with the title command. Then one can be "poof the legendary chaos dragon", "poof the legendary magic dragon" or whatever else you may wish.
