It wouldn't be too hard to have a minimum number of players. Having a jury randomly called upon would limit sock puppetry somewhat.
keeping track of players and calling only on those with a low 'time to last command' would fail most bot attempts too (is time to last command stored at all? IMHO it should be, maybe that is a way to fix the afk command.)
As far as properly upholding the law goes, well that is where meta-moderation by dms comes in (think slashdot's system). If someone persistantly makes 'bad' calls, then their score as a juror would decrease, and they would be called upon less. (but not never, they should get a chance to redeem themselves).
