Perhaps dragons should be allowed to remove the AC cap of -17.
A humanoid can gain higher ac (-30) when it is level 50, while a level 100 has -17 ac?
Perhaps instead of making special dragon armour, make a logaritmic increase for ac in dragons.

wait, we have an ac cap of -17? thats .... taking that off would help. dragons are supposed to have more armour, which is why we have the damned speed penalty.
who was abussing this so it got dropped so much? ultra ac rings?

It always has been this way. Or it has been this way for many years (3-4?) now.

What speed penalty are you talking about?
With 30 Dex at level 100, dragon bortII with 100s of weight had top speed of 3, ac at -19.
In contrast level 85, wraith SpeedBort with 300s of weight and 30 dex, elven boots, rings of Strife, at level 50, has speed 5.30, with ac at -22.
Either dragons need more armour class increase, or more speed.
