To me the question is rather whether we really want an elaborate handiwork system. Think of it: A warrior is a warrior and he could never compete with a professional blacksmith at smithery. Why should he then wish to create his own sword? You could take the idea further and see heroes opening restaurants

A better idea (in my opinion) would be that thehero might take interesting resources to a good blacksmith (maybe Mopoon or others) and let him forge a powerful weapon. I remember having been told that in medieval times swords made from meteorite-material were the very top of the line stuff. So imagine the hero finding some meteorite matter. He'd never forge a sword of this himself. But he might pay a blacksmith to do so. That is how the altars for example for dragonmails work. I consider it useless to go much further. (I have not tried the existing facilities, but what I say might also apply to them in a way).
