pretty much exactly like casper said, except that I would also hope that distinctly different cultures could emerge in different parts of the gameworld.
Maybe having PK-ing limited to wolfsburg and darcap wouldn't be so bad?
Dedicated PK zones/maps/cities/etc.

I think PKing should be allowed in "Primitive" Areas, cause theres no law really there.

in order for this idea to work it would need to be only in areas that newbs can't wander into without a clear marker of what is going on... So perhaps a primitive island could be developed somwhere that requires a ship to take to get there, and the shipmaster could warn you...
It would also require that PK messages be updated to reflect whether it was an allowed PK or not. (possibly be indicating where the PK took place)

At the dock of Darcap and Wolfsburg, there should be an invisble block that asks:
"This is a PK-Zone, do you wish to enter?"
player 1 says: "yes"
and the block goes down.

Personally I'd prefer a ticket office type building for the ships to wolfsburg and/or darcap. Have a litte man there saying something like
So you want to go to [place] do ye?
You'll need a ticket, and I'll sell them to you, but be warned, it be a dangerous and lawless place.
I have heard tales that even the heroes there kill each other capriciously
What would the price be? Or could you buy a lifetime pass?

Well I think the dragon hanger has the right idea, 100-1000 plat seems high enough to deter any newbies without being overly burdensome on higher-level characters.
Lifetime passes I think are a bad idea, yes they are convenient, but they also save money, which is a bad thing in an economy with too much cash already.
Now if instead there were credit cards (that took the fee directly from your bank account) That would be a different matter altogether.

Just go to a server that allows player killing, run your own server that allows player killing or continue to use the arena which is designed for controlled player killing. All this other is more change than is necessary. I also forsee problems for DMs with allowing player killing in any areas other than the arena on metalforge. I'm for less problems for DMs.
