True, Dms are touchy, always been. I suppose you feel they are overreacting to everything. They are. But they are reacting to complaints from players like you or me that complain that the shout and chat channel are flooded. Whats a DM to do except act? They cant really sit down at the table on IRC because not everyone is there.

No - Its a response to the thread. When you get too many complaints and whining, you simply learn to rise up and ignor it.
Aside which, my kids aren't on my local servers. Their in Milwaukee. I also run about 6 class C level networks. I doubt I can be really prevented from entering by IP address if I chose to gain access.
