could someone please tell me why this was changed with 1.9.0?
Also, does it do what I think it does: when you move, it copies all but the edge of the screen that is behind you, and pastes it over, shifting by one tile?

I'm not sure if this was part of the new map2 protocol, which as I understand it, allows for additional layers.
The intent of this change was to allow things such as being able to shoot an arrow over a table, but not a wall; some monsters (ie mice) that could crawl under a table - while players can not. Terrain that you can use levitate/flying (only) to cross, and so on.
I'm not sure how much the people involved with this change visit the web forum - so it's probably best to email/post to the mailing list:
