It appears that the gaim project (which was maintaining an active gtk+ runtime library set for win32) changed it's name to pidgin. Here's a new link with downloads for their libs (The 2.4.10 rev a is at the bottom there as of this post):

when you look at an image at full zoom, there is a 'world_xxx_yyy' text in the upper left corner of the image
